Bihar Voter Enumeration Form 2025: Required Documents
- Eligibility: Indian citizens aged 18 years or above as of 1 July 2025, residing in Bihar.
- General Documents (All Applicants):
- Aadhaar Card (now accepted following updates)
- EPIC Number (Voter ID), if available
- Passport Size Photograph
- Address Proof (Ration Card, Electricity Bill, Rent Agreement, etc.)
- Group-Based Document List:
- Group 1: Name in 2003 Voter List
- No additional documents required
- Submit a highlighted copy of your name from the 2003 electoral roll
- Group 2A: Born before 1 July 1987
- Any one document showing Date of Birth and Place of Birth (e.g., Passport, 10th Certificate, Birth Certificate, Government-issued ID/Certificate before 1987)
- Group 2B: Born between 1 July 1987 and 2 December 2004
- Own Birth Certificate
- Any one parent’s Birth Certificate or 2003 Electoral Roll extract (highlight parent’s name if listed)
- Group 2C: Born after 2 December 2004
- Own Birth Certificate
- Birth documents of both parents
- Highlight parents’ names in 2003 Voter List, if applicable
- Other Valid Documents (Any One):
- Passport
- Government-issued ID card (Central/State/PSU)
- Pension Payment Order
- Matriculation or School Certificate from a recognized board
- Permanent Resident Certificate (Domicile)
- Caste Certificate (SC/ST/OBC issued by competent authority)
- NRC Extract (if applicable)
- Family Register issued by local authority
- Land/House Allotment Letter from the government
- Forest Rights Certificate (for tribal residents)
- Note: Documents are indicative; Electoral Registration Officers (EROs) may accept other evidence after local investigation.

Bihar Voter Enumeration Form 2025: Online & Offline Form Filling Process
Online Form Filling Process
- Visit the official Voter Services Portal: voters.eci.gov.in
- Click on “Fill Enumeration Form Online” on the homepage
- Enter your EPIC number and verify using OTP sent to your linked mobile number
- Review pre-filled details and update personal information (if needed)
- Upload required documents (e.g., Aadhaar, address proof, birth certificate)
- Click “Preview” to check the filled form
- Click “Submit” to complete the application
- Save or note the reference number for tracking status
Offline Form Filling Process
- Booth Level Officer (BLO) will visit your home between 25 June and 26 July 2025
- BLO will provide a Pre-Printed Enumeration Form
- Review details (Name, Address, EPIC No., DOB, etc.)
- Make necessary corrections manually in the form
- Attach required documents and passport-sized photo
- Submit the form directly to the BLO
- Obtain the acknowledgment slip or reference number
- Progress: Over 80% of Bihar electors (6.6 crore out of 7.89 crore) submitted forms by 12 July 2025.
- Note: Online mode is preferred for corrections, while offline is primary for new registrations. The SIR process has faced criticism for potential voter disenfranchisement, with a Supreme Court challenge pending (W.P.(C) No. 640/2025). Verify details and submit by 26 July 2025 to ensure inclusion in the voter list.
